The TotalEnergies is hiring a C&P Business Services Manager.Context and EnvironmentOrganize, manage and control the Contracts and Procurement function for Business Services entity.Guarantee the quality of procurement in terms of time, quality and costs.Promote improvement of Contracts and Procurement process.Control the implementation of contractual terms.Encourage, develop and realize methods in view of optimizing the Contracts and Procurement activity.Create a competitive and transparent atmosphere in Contracts and Procurement processes.ActivitiesThe C&P Business Services Manager position is responsible for:Know, respect and ensure compliance with the Company’s Code of Conduct.Assist the Partner entities for all contract and procurement activities regarding Business Services (included but not limited to: IT/ TAS & QA/QC / Maputo Buildings (office & Housing complex)).Organize and control the Contracts and Procurement function on a daily basis- decide that the strategy is appropriate, transparent and justified for subjects to be presented to the Contracts Committees.Organize and manage the contracts committee.Lead the drive on cost optimization and reduction through usage of Market intelligence information, suppliers’ qualifications & evaluations, Cost Models, target prices, etc.Establish and promote continuous improvement of Contracts and Procurement practices, procedures & reference documentation.Coordinate the workload within the entire Contracts and Procurement workforce.Manage the BS Contracts and procurement teams in cooperation with the Partners entities, respecting the C&P system of reference, the local constraints, and the eventual « synergy » action plans defined by TEPMA1.Ensure the involvement of CATMAN for all Contracts and Procurement activities for which a category exist.Coord job specification, competence assessment & recruitment processes for contracted personnel.The job holder manages the Business Services activities:Participate in anticipation of the needs of Partner entities through the creation of the procurement planning.Supervise the establishment of the technical contracts, directly participate to the most complex contracts and purchase orders.Manage the contracts processes.Ensure effective use of tools and systems for optimum productivity.Validate or ensure validation of all the contractual documents and formal letters issues by Contracts and Procurement entity.Conduct selective contractual audits in order to guarantee the performance of contractual terms and conditions.Intervene in the settlement of lawsuits, in relation with the Juridical, Insurance, Finance by proposing strategies and actions and by participating to the negotiations.Define and monitor KPIs to ensure improvement of efficiencies.Ensure global reporting of the BS Contracts and Procurement activity to the C&P management- Define, adopt and monitor adapted contracting and procurement strategies (by categories, etc…).The Job holder manages the Compliance:Verify that company’s Contractual and Procurement Policies and applicable laws and regulations are adhered to, especially related to ethic and transparency.Verify that purchasing documents and procedures comply with the standards of the company and the agreements with the partners.Ensure the application and respect of the procedures in the tender process.Ensure the application of TEPMA1 General Terms and Conditions for purchasing of equipment especially as it concerns complex, high value, high risk equipment.The Job holder adheres to the H3SE rules:Raise awareness and provide guidance in directing employees under their supervision with regard to the execution of the HSE rules, both for Company Staff and suppliers without detracting from Contractor’s legal obligations.Maintain the means for personal protection and safety emergency procedures.Conduct regular inspections and report any incidents (Anomaly, unsafe acts, near miss, damage, spill, injury, etc…).Notify relevant staff on accidents, incidents and near-misses and initiating corrective actions.Candidate ProfileMaster’s in Supply Chain, English, Projects Management or equivalent level.Advanced Contracts and Procurement Technical Competencies required.Minimum of 10 years of experience with exposure on operations and 2 years in technical contracts domain.C&P tools advanced certification required.International Experience is Required together with understanding the core operational activities and capability to handle different cross branch issues.Mandatory capacity to train newly recruited C&P personnel with C&P Induction.Advanced Management, Human Relations, Problem Solving and Planning, organizing, coordinating, controlling, excellent negotiation skills.Fluent in both Portuguese & English.
